    The government of Yucatán has elected to make its own choice regarding coronavirus restrictions, declaring that it will set the state’s color in the stoplight system designed by the federal government.

    The move will allow the reactivation of nonessential activities such as manufacturing, real estate services and professional services. Hotels and restaurants and retailers will be allowed to open, but with certain restrictions.

    Like most of the rest of the country, Yucatán was painted red last week on the federal government’s stoplight map. But the state and many others disagreed.

    “We have decided that decisions about Yucatán will not be made in Mexico City,” that Yucatán experts will make them instead, Governor Mauricio Vila said, announcing the initiation of “the first wave of the new economic reactivation.”

    Today, Mexico celebrates Free Expression Day, established in 1951 as a day to remember that Mexico’s Constitution defends and promotes the free flow of ideas.

    However, in 2020, there is little to celebrate. Since 2004, PEN has recorded the murders of 94 writers and print journalists in Mexico and yet the majority of these crimes remain unsolved. These figures place Mexico as the most dangerous country to practice journalism in America, according to Article 19.

    Among those recently killed is the case of Héctor González Antonio, killed on 29 May in Tamaulipas state. González was a correspondent for Grupo Imagen and covered violence, insecurity and organised crime for the daily newspaper Excelsior. His case has reportedly been taken up by Federal Special Prosecutor for Attention to Crimes Committed against Freedom of Expression (FEADLE), according to the Committee to Protect Journalists.

    This murder reminds us of other journalists killed this year whose murders remain unsolved: Leobardo Vázquez, a reporter from Veracruz, who was reportedly shot dead in his restaurant in March; and also in the south of Mexico, radio journalist, Juan Carlos Huerta, who was attacked in May. Pamela Montenegro died after being shot in Acapulco, Guerrero state, in February, the same month that Carlos Domínguez Rodríguez, a reporter from Tamaulipas, was killed.

    Tropical storm “Cristóbal” has practically broken all meteorological records in Yucatan, accumulating 82 hours of rain with 261 liters of water per square meter, which exceeds the figures left by Hurricane “Isidoro” that hit the peninsula on September 22, 2002.

    This was announced by the meteorologist Juan Vázquez Montalvo, from the Autonomous University of Yucatan (UADY), who recalled that 18 years ago, “Isidore” sustained 36 hours of rain that in the north-eastern area of ​​Mérida, threw a cumulative of 255 liters of water per square meter, and until 10:00 AM, June 4, “Cristóbal” maintained 82 uninterrupted hours, leaving rainfall so far of 261 liters of water per square meter, also in the state capital.

    In addition, the meteorologist explained this rain that lashes the entity without stopping since last Monday, has already exceeded the accumulated of any tropical cyclone that has affected the territory and recalled that before “Isidore” the record was held by Hurricane “Hilda” of 1955, with registered precipitation of 155.5 lts / m2, and it is expected that the rains will continue this day, which would also increase the amount of accumulated water.

    It should be remembered that the Civil Protection Department of the State declared that “Cristóbal” degraded to a tropical depression on Thursday afternoon, however, it will continue to cause wind and heavy rains over the region.

    Given this situation, it is recommended to the population to be aware of the weather conditions through official sources, do not spread rumors and stay at home, as the rain and wind conditions will continue.

    It should be noted that the rains caused by “Cristobal” have caused severe damage in different parts of the state where there have been floods and families have had to be evacuated from their homes.

    One protester poured a flammable liquid on the back of a motorcycle cop and lit the officer on fire, according to a video spread on social media by independent news outlet ZonaDocs. Police beat back the protesters with batons and shot tear gas at them.

    Giovanni López, a 30-year-old bricklayer, was detained on 4 May by municipal police officers in the town of Ixtlahuacán de Los Membrillos near Guadalajara.

    Video of the incident emerged on Wednesday, and shows the police officers with assault rifles forcing López into a police pickup truck as bystanders plead for his release.

    “Just for not a wearing a mask?” asks one witness, incredulously. “He was resisting,” answers an officer.

    López’s relatives went looking for him at the police station, but were told he had been taken to a public hospital in Guadalajara. When they reached the hospital they found his dead body.

    He had a bullet would in his foot, and an autopsy later revealed that he died of a blunt trauma to the head. 

    The video emerged as protests continue across the US over the police killing of George Floyd, and shone a spotlight on police brutality in Mexico, where officers are often poorly paid and poorly trained, but prone to abusing their power.

    The hashtag #JusticiaParaGiovanni trended on Mexican social media. “Giovanni didn’t die, the police killed him,” tweeted actor Gael García Bernal.

    The arrest took place in western Jalisco state, where governor Enrique Alfaro issued strict rules on wearing masks in public amid the Covid-19 pandemic. Human rights activists had previously warned that Alfaro’s suggestion that anyone ignoring the measures risked arrest was an invitation for police abuse.

    “Corrupt police are taking advantage of this,” said Father Robert Coogan, an American prison chaplain in the northern city of Saltillo. “It’s giving police one more reason to detain people (and) steal from them,” he said.

    Alfaro promised a thorough investigation. But the state prosecutor Gerardo Octavio Solís said the arrest was for “aggressive behaviour” rather than not wearing a mask – a version disputed by the family.

    López’s neighbours told the newspaper Mural that local police were detaining and roughing up people not wearing masks in public.

    Human rights groups have gathered copious evidence suggesting that abuse, torture, and extra-judicial killings are routine in Mexico.

    Tom Long, an expert on Mexican security at the University of Warwick, noted that – as in the US – policing in Mexico has become increasingly militarised, partly due to the so-called “War on Drugs”

    “There are long histories of police brutality in both countries,” said Long, added that many Mexican forces have received US training. “[Militarization] is a recipe for police violence, particularly aimed at those with the fewest monetary and societal resources to hold (them) accountable.”

    Security analysts say street protests over police abuse are unlikely to erupt across Mexico – as have occurred in the United States – as indignities committed against the poor often fail to mobilize the masses.

    “Regrettably, few people are going to care about a poor person’s rights being violated in a country like ours,” said Francisco Rivas, director of the National Citizen Observatory, which monitors security issues.

    “Communities in the United States … react when they feel abused. There’s not that sense of community or solidarity when abuse is committed here.”

    TABASCO Mexico (El País) – A walk through Aguada Fenix in Tabasco Mexico is like walking on sandy roads surrounded by a dense natural landscape. “No one suspected what lay beneath,” says Takeshi Inomata, a researcher at the School of Anthropology at the University of Arizona in the United States and author of a study published Wednesday in Nature.

    According to the study’s descriptions, the dirt roads and numerous trees hide an artificial Mayan platform that extends over an astonishing area of some 563,000 square meters. It is the largest and most ancient structure discovered so far in the Mayan civilization, marking the transition from an itinerant to a more sedentary lifestyle since 950 BC.

    Thanks to the Lídar technology, a laser detection method that creates a three-dimensional map, a set of ceremonial centers were drawn, built between 1000 and 800 B.C., about 10 to 15 meters high and from which nine roadways emerge. “It was impressive to see all that surface area. It’s huge,” the researcher confirms.

    The discovery challenges the models conceived so far. To begin with, the scientific community thought that the Mayan civilization was built little by little, that is, village by village, until it reached more massive structures. But this excavation shows the opposite: they started from the largest to create the small. “I think that having such a strong base helped them to organize themselves and spread out into smaller villages,” says Inomata.

    Sedentarism and social resemblance
    According to the author, the next step is to analyze the surroundings and see how this complex was communicated with the rest. But the most important thing for him, for now, is that this finding becomes the most conclusive proof of the transition from a nomadic lifestyle to a much more sedentary one. In times before 1200 B.C., the inhabitants of this area did not use pottery. According to the authors, the Mayans were very itinerant. They were dedicated to hunting, farming, such as corn, and fishing.

    For a long time, some researchers thought that the Maya were not sedentary until approximately 350 B.C. Today, the idea changes. Sedentarism appeared much earlier because of the importance of corn crops to these civilizations and the presence of ceramic dishes. “This is key to understanding the past and how civilizations were built,” says Inomata. “They probably didn’t want to move around to get control of the corn and have it stolen from them,” he imagines. Inomata wants to discover more about this underground world, not so much about the imposing structures, but rather about the inhabitants who built them: who were they and how did they live?

    Another surprising aspect of the research is that the finding does not leave clear evidence of a very marked social inequality, as was deduced from previous discoveries. “There was also a social gap, but not as deep. There were no kings or hierarchies as such. Moreover, with this discovery, we see that it was a community work and that they were dedicated to the same thing. Everything revolved around farming and fishing. There was a certain similarity between them,” speculates Inomata.

    Searching for residential areas
    For Anabel Ford, director of the Mesoamerican Research Center at the University of California, Santa Barbara (USA), the excavation data, and many contexts dates present in the study are impressive. “I was aware of this research and am amazed at the combined use of different leadership scales and the identification they made,” she says. However, the fact that it is the largest and oldest discovery does not appeal much to her. “I’m not surprised by the things we don’t know about prehistory. Liddar technology is an incredible way of revealing artifacts and evidence of human endeavors. Phoenix Water is just one example,” he argues.

    This site seems to have played a central role in the Mayan civilization’s social and cultural innovation process. Ford acknowledges that the enclave of Aguada Fenix is significant in shifting from archaic shifting horticulturists to more sedentary farmers.

    On the other hand, the expert believes that there has always been interaction throughout Mesoamerica -a region that includes the southern half of Mexico, Guatemala, El Salvador, Belize and western Honduras, Nicaragua, and Costa Rica: “Although Aguada Fénix is the first area where the doubt has been cleared up a bit more since there are many other clues. Takalik Abaj, on the southern Guatemalan coast, offers brands of similar artifacts and of the same date that links the Olmecs with the Mayans”.

    Ford disagrees with the authors when it comes to talking about social inequality. “It’s true that the construction in an alluvial zone and the presence of megaliths [that were not from the nearby area] suggest a collective activity, but also hierarchical management. The site covers a substantial area and, although they have carried out significant excavations, there is no complete picture of the area,” he justifies. According to him, the differences in wealth distribution will be clearer when residential areas are found.

    The director of the research center also wants to know more about the people who lived there: “There is a lot of emphasis on the monuments, the lengths, the height, the volume, but to create these collective buildings, people were needed. My curiosity is to trace the residential areas and thus understand the importance of the strategies that the Mayans used to survive in history”.

    Good morning everyone.

    With the permission of the President of the Republic and all of you, I would like to give a brief overview of the economic and social actions that we have carried out in our State to face the enormous challenge that the health emergency has represented. Since March 2, we have installed the State Health Safety Council, from which specific and precise decisions have been made to deal with the contingency. Campeche is in 29th place with less active cases of Covid-19 and at all time it has maintained among the five states with the fewest active cases; As of yesterday, June 2, there are 712 confirmed positive cases of covid-19, 148 active positives, 472 recovered and 92 that unfortunately lost their lives. For four days, we have not had deaths from Covid reported on the national platform; in two municipalities there are no active cases, Calakmul and Palizada, only three positive cases were reported yesterday. We are the 31st place nationwide, with the less cases of contagion of health sector personnel; Our health security policy, in the face of the pandemic, is developed according to the criteria of the federal institutions, including the observance of the traffic light instrumented by the federal Health authorities. Two days ago, thanks to his arrangement we received the donation of 59 ventilators to expand the capacity for  the care of patients with respiratory failure; We are, at the peninsular level, the entity with the highest number of respirators of which, at the present time only 11% are occupied.

    Campeche is one of the five states in the country with the most beds for every 100,000 inhabitants; of which, currently, there is an occupation of 14%.
    We have strengthened the supply of medicines and we are currently over 80% of the medical keys; this means that the federal and state health institutions in Campeche are one team.

    There is no border that divides the labor of the IMSS, ISSSTE, Sedena, Semar and Pemex, with state health agencies, on the contrary, there is the same purpose and the same commitment to the health of all citizens of the state.
    In terms of security, we have formed a great team to take care of Campeche with the participation of the National Guard, the Army, the Navy and the National Intelligence Center, as well as the State Attorney General’s Office and the Ministry of Public Security; Thanks to this, we occupy the third position in the State with the lowest number of intentional homicides.

    We have the first place in fewer kidnappings, since there are no events for this illicit in the period from January to April of this year and I take this opportunity to inform you that, at the end of May, we continue to have zero kidnappings.
    Campeche has the lowest crime rate in the country and, consequently, it is the safest State in Mexico; this, according to data from the National Public Security System.

    On the subject of police certification, again and for the fifth consecutive year, our entity occupies the first place at the national level also the State has all its police evaluated in medical, psychological, polygraphic and social environment examinations.

    Furthermore, according to National Diagnosis of Penitentiary Supervision carried out by the National Human Rights Commission, Campeche occupies the first place with the highest qualification in the Southeast Zone.
    During the Health Emergency, the Covid-19 State Table and the State Council of Civil Protection were installed, so that all the state agencies work in this contingency and avoid, among other things, the shortage of food and medical supplies, as well gasoline and gas to ensure that nothing is missing in the entity.

    Likewise, we implement special patrols in stores and supply centers, in hospitals and drug warehouses, as well surveillance in the delivery of state and federal social programs.
    In terms of economic reactivation, we are prepared and ready for the new normality; More than 100 million pesos are invested in programs and actions in the agricultural sector.

    We started the delivery of 4,882 tons of fertilizers, for the benefit of 24,634 peasant producers; We promote the Del Huerto a tu Mesa program, Mercadito Itinerante, supporting our producers and strengthening local consumption; we created the community garden program for food self-sufficiency; and the delivery of grain technology packages. We achieved the only certified nursery in the southeast of the country, to supply the Sembrando Vida program, one of its priority programs, Presidente; We built more harvesting roads, wells and jaguars to strengthen primary activities. And, in the midst of these difficult times, at the Ingenio La Joya the record of one million tons of sugar cane was reached, thanks to a sector of very hard-working people such as sugar cane growers, in this industry that supports thousands of hearty families. In the fishing activity, we deliver in advance the payment for closure and low catch, in support of more than 7 thousand coastal, high-altitude and permitting fishermen, representing an amount of almost 15 million pesos. For the return of the activities of the hotel and tourism sector, Campeche implemented the «Clean Point» Quality Certification in Good Hygiene Practices program; National tourism will be in search of destinations such as Campeche which, with its safety, natural and historical wealth, gastronomy, services and attention to visitors, it can become one of the first destinations to visit. In the coming days, we will deliver more tourist equipment, such as trams, to continue advancing in the strengthening of tourist activity in the municipalities of the State. In  matter, of port operation  it is worth mentioning that the Port of Seybaplaya, due to its geographical location, it has the potential to become the arrival point for the millions of cubic tons of ballast that will be required to sustain the Maya Train tracks; This year, the State Government will invest 70 million pesos to consolidate this port as one of the most important at the service of Petróleos Mexicanos. Aware of the difficulties that the pandemic is generating, through my government we have taken the following important decisions in economic and social matters: The Covid-19 Contingent Credit Program was opened, with a pool of 30 million to grant loans to MSMEs ´S; the payment of credits held by companies and individuals with state public institutions was deferred for up to 90 days.
    It has been boosted since day one of the contingency, electronic commerce and the fluidity of the supply chain have been promoted, through digital tools, to encourage local purchasing; The Consume Campeche application is created, which has more than 500 local companies, which were linked to home delivery platforms; The Credit Program for Cultural and Creative Companies was launched, with a maximum financing amount of 30 thousand pesos each.

    On May 15, we launched the NAFIN + Campeche Impulse Program with a purse of 238 million pesos, in financing from 50 thousand to 5 million pesos, to support industry, commerce and services; and thus, contribute to the conservation of jobs during the health emergency.
    And to promote support for merchants and micro-enterprises, 18 million pesos were invested to grant microcredits ranging from 5 to 10 thousand pesos, without endorsement, guarantees or credit bureau; Likewise, with an investment of 16 million pesos, we began the recovery of more than 400 public spaces to generate jobs in the communities and invigorate the economy.

    I have instructed that the Food Strengthening Plan start this week with an investment of 14 and a half million pesos, in support of indigenous women, heads of families.
    We will invest more than 17 million pesos in unemployment insurance,for the  benefit of the people in vulnerable situations; more than 100 million pesos will be invested in basic social infrastructure focused on reducing social deficiencies; These social programs will benefit more than 35 thousand families directly and more than 100 thousand indirectly.

    I want to thank each and every one of the municipal presidents who have delivered thousands of pantries to help with the food task throughout our geography, highlighting the work of the state DIF, headed by my wife Victoria, and of the DIF presidents municipal.
    Likewise, in various parts of the state capital and in our cities and communities, there have been countless heroes who make and give food to support the people who have the least.

    We also gave the starting signal to a fleet of 10 new cistern pipes that strengthen the water supply, so necessary in the contingency; We deliver new garbage collection trucks to strengthen the task of urban cleaning, so important at this moment.

    As never before, more than 2,400 million pesos are being invested in works distributed throughout the entity; In a decisive manner, all public construction must be carried out with material purchased exclusively from peasant companies, and the local labor must be hired.
    Without distinguishing of  colors or parties, all the municipalities of the State will be benefit from these works to reactivate and boost the economy and all its  supply chain.

    On an issue of great social importance, with the support of the President of the Republic and the Federal Electricity Commission, we managed to build a unique model, in the national level, of tariff support in the consumption of electrical energy.
    This agreement has two main aspects: The change in the domestic rate from 1C to the lowest, which is 1F, in three of the entity’s municipalities; and the state subsidy of 50% in the concept of electrical energy in eight other municipalities, during the summer period, which runs from April 1 to September 30.
    This benefit applies as long the consumption tab kilowatt-month, kilowatt-bimester, established by municipality, is not exceeded; To give an example, the tabulator for the municipality of Campeche is 400 kilowatt-month, 800 kilowatt-bimester, in which we will pay 50%.

    I advise all campechanos the efficient consumption of electrical energy for as long as families stay at home; For more information on the tabulator, it can be consulted in official announcements.
    I take advantage of this space to announce, in the face of the health emergency and the greater consumption of electrical energy due to safekeeping at home: I extend 50% of the subsidy to the concept of energy, also for the municipalities of Carmen, Candelaria and Palizada that already have the rate 1F, which completes the benefit of the subsidy for all the municipalities of the entity

    This action, with an investment of 130 million pesos that benefits 267 thousand families, and it is 85% of the State.
    It is precisely in this framework of professional, coordinated and shared work that we receive you today Mr.President Andres Manuel López Obrador, to promote the Mayan Train together; Here, I want to clarify that, of the 130 million, 70 million are given by the federal government  reducing the rate from 1C to 1F.

    I am sure it will be a construction of importance for us campechanos, for the southeast and for Mexico, which will expand development of opportunities like never before; We believe in this project, we believe in the President and we believe that Campechanos and Mexicans will move forward

    All the government actions, which we have referred , represent a scrupulous and transparent management of the property of citizens, strengthened with budget savings to invest them in the most important needs of the campechanos; All of this has been done with the State’s own resources and, to this day, not a single peso of credit has been requested, because I, Mr.President, know that I count on you and you have the people of Campeche.

    The actor and comedian Héctor Suárez passed away on Tuesday at the age of 81, his son Héctor Suárez Gomis reported in a statement on Twitter.

    Suarez was known for his varied humorous characters on Mexican television. No details of his death were released. In September 2019 he had announced that he had overcome prostate cancer.

    MEXICO CITY (AP) — Amid a pandemic and the remnants of a tropical storm, Mexico President Andrés Manuel López Obrador kicked off Mexico’s return to a “new normal” Monday with his first road trip in two months as the nation began to gradually ease some virus-inspired restrictions.

    López Obrador said he’s taking all necessary precautions — he drove the 1,000 miles from Mexico City over the weekend rather than flying — on a trip to promote construction of one of his signature infrastructure projects the Mayan Train.

    While the federal government’s nationwide social distancing rule formally ended Monday, it is urging people in so-called “red” zones to maintain most of those measures — and so many people are falling ill and dying each day that those zones cover nearly the whole country.

    Mexico is nearing 100,000 confirmed infections and nearly 10,000 deaths, both considered to be undercounts.

    López Obrador plans to spend the week promoting the start of construction for the Mayan Train, which will whisk tourists from resort destinations like Cancun into the interior of the Yucatan Peninsula. It has been criticized as an environmental threat and faces opposition from indigenous communities.

    While in Cancun, the president was also talking up what local officials hope is the quick return of tourists. Mexico’s most popular beach destination officially plans to reopen next week — albeit with social distancing restrictions such as a ban on buffets. Quintana Roo Gov. Carlos Manuel Joaquín Gonzalez said they’ve already started receiving reservations.

    The remnants of Tropical Storm Amanda which left at least a dozen dead over the weekend in Central America were expected to dump rain on the Yucatan Peninsula and forecasters said it might reform within days over the southern Gulf of Mexico.

    Only in Zacatecas will nonessential activities be permitted to resume on Monday

    Every state except Zacatecas has been allocated a “red light” on the federal government’s stoplight system to determine which coronavirus restrictions can be lifted and where, meaning that nonessential activities will not recommence on Monday in the vast majority of the country.

    Deputy Health Minister Hugo López-Gatell presented a map at Friday morning’s presidential press conference that showed that the risk of Covid-19 infection has been deemed to be at the maximum level in 31 of Mexico’s 32 federal entities.

    Zacatecas, which currently has 59 active Covid-19 cases, is considered a high risk “orange light” state.

    “This evaluation was made on May 28, it’s the most up-to-date and it is what will enter into force on Monday, June 1,” López-Gatell said.

    “At the end of the national social distancing initiative, this is how the country is. But, and we’ve said it before, the health safety measures don’t end,” he said, explaining that it will now be the responsibility of state governments to implement restrictions in accordance with the color they are allocated on the stoplight system.

    Today’s map paints a much different picture than the first such map, issued on May 13 when the stoplight system was announced. At the time, fewer than a dozen states were given a red light.

    The deputy minister said that the stoplight map will be updated on a weekly basis and that federal authorities will subsequently announce the color that corresponds to each state and which activities can resume in each one.

    States will be allocated a red, orange, yellow or green light depending on the number of active and new coronavirus cases they have, their hospital admission trends and their hospital occupancy levels.

    In “red” states, only essential economic activities will be permitted including the newly-designated sectors of construction, mining and automotive.

    Other sectors will be permitted to resume operations once the stoplight switches to orange but with a reduced capacity and/or workforce and with restrictions in place to prevent the spread of Covid-19. People considered to be particularly vulnerable to Covid-19 due to their age or existing health conditions will be permitted to return to work albeit with special protocols in place.

    Public spaces will also be reopened during the orange light phase but at a reduced capacity.

    Businesses will be able to increase their workforces and capacity once their state has been allocated a yellow light and there will be fewer restrictions in open-air public spaces. However, stricter restrictions will remain in force in indoor spaces such as restaurants, cinemas and theaters.

    Once a state is given a green light, students will return to school and other educational institutions and all remaining restrictions on economic and everyday activities will be lifted.

    López-Gatell said that Cancún, and the entire state of Quintana Roo, is close to being allocated a yellow light, which corresponds to the “medium risk” level.

    “Cancún … is one of the  cities that is closest to becoming a medium risk area … and it’s very probable that in the next few days, maybe a week, we will be able to announce that [its risk level] has been lowered,” he said.

    That would pave the way for the reopening of Quintana Roo’s tourism sector, which has been hit hard by the coronavirus crisis.

    The sector has launched a new tourism campaign to attract visitors to the Caribbean coast state after an expected reopening on June 8.

    The World Travel and Tourism Council announced this week that the Mexican Caribbean will be the first destination in the Americas to receive a newly created “Safe Travels” global safety and hygiene certification, backed by the United Nations World Tourism Organization and more than 200 CEOs in the tourism sector.
