MEXICO’S AMLO TO SEEK CONSTITUTIONAL CHANGES DESPITE MIDTERM LOSSES

(Bloomberg) — Mexican President Andres Manuel Lopez Obrador will push for constitutional reforms, including a controversial bill favoring the state-owned power utility over private companies, even after his coalition lost the lower house super majority it held before this month’s midterm elections.

Lopez Obrador said on Tuesday he will also send to congress proposals to bring the national guard under the Defense Ministry and to change the electoral system. A bill to strengthen the Comision Federal de Electricidad, he added, would ensure that electricity prices don’t increase for consumers by shoring up 54% of the market for the CFE.

“We need a reform so that domestic users — the poor and middle classes — don’t pay more for electricity than big corporations,” the president, known as AMLO, said at a daily press conference.

Passing constitutional reforms would require the support of two-thirds of both houses of congress — neither of which he has. AMLO lost much of his sway over the legislative power after his Morena party and allies lost dozens of lower house seats at the June 6 vote.

Lopez Obrador’s previous legislative effort to prioritize the CFE over private renewables firms has been held up in the courts. That has left him little choice but to try the long-shot of a constitutional reform.

“If the legislators say no, I have done my part. If they want to keep supporting this injustice, that private companies have a better deal than the CFE, well they have to take that responsibility,” he said. “If they allow the opportunity to pass, they will find it very difficult to get rid of corruption.”

Other Reforms

The president added that his electoral reform would make the system of proportional representation in congress more “democratic,” cheapen the cost of Mexico’s elections and change the method of selecting electoral officials, whom he said are too partisan.

“There should be independence in the whole electoral process, so that conservatism doesn’t dominate and we have democracy,” he said. “We have to find a way for the people who coordinate the electoral processes to be people of unobjectionable honesty, upright, authentic democrats.”

When contacted by Bloomberg, the National Electoral Institute’s press office said it “does not have an official position” on Lopez Obrador’s remarks.

The national guard, which was created at the start of AMLO’s term in office and remains under the Security and Civil Protection Ministry, would be moved to the Defense Ministry to avoid it being mothballed once he leaves office, the president said.

AMLO said he will seek to pass the CFE reform by the end of this year or beginning of 2022. He added that the majority of the reforms he has championed were already achieved in the first years of his administration.

AMLO anuncia tres reformas constitucionales que enviará al Congreso

El presidente adelantó que prepara modificaciones a la Carta Magna.

El presidente Andrés Manuel López Obrador enviará próximamente tres propuestas de reformas constitucionales al Congreso de la Unión, según dijo en su más reciente reunión con empresarios.

Al respecto, el mandatario federal apuntó que “no van a haber reformas promovidas por el Ejecutivo para aumentar impuestos”, pero sí tiene tres propuestas en la lista. Estas son:

1. Reforma eléctrica

Una reforma con la que se buscará fortalecer a la Comisión Federal de Electricidad (CFE), con el fin de que usuarios domésticos no paguen más por el servicio de luz que las grandes corporaciones.

“Yo no quería llegar a una reforma constitucional de la industria eléctrica. Todavía no se publicaba la ley y empezaron a aprobarse por los jueces los amparos, entonces, ¿qué nos queda? Presentar una reforma constitucional en materia eléctrica”, apuntó.

2. Reforma electoral

El presidente consideró que es necesario que exista una independencia real en los procesos electorales para que “no domine el conservadurismo”, por lo que es necesario que quienes coordinan los comicios sean “auténticos demócratas”.

En la misma, se buscaría reducir los costos de los procesos electorales, pues López Obrador consideró que en México se realizan las elecciones más caras del mundo.

“Otra cuestión: ¿para qué tantos diputados? ¿Por qué no nada más se quedan los de mayoría, por qué no se quitan los 200 plurinomnales? Pero esto no solo en la Cámara de Diputados, también en la de Senadores. Vamos a reformar la ley, la Constitución, para que haya democracia plena”, explicó.

3. Guardia Nacional

El presidente López Obrador dijo que no quisiera que la Guardia Nacional pase a cualquier institución y se ‘eche a perder’.

“Por eso voy a proponer en su momento que forme parte de la Secretaría de la Defensa Nacional (Sedena)”, adelantó.

López Obrador consideró que las reformas constitucionales más importantes ya se hicieron, como la relacionada con las becas y apoyos sociales, pero que todavía podrá enviar estas durante su mandato.

En cuanto a los tiempos, dijo que la que más le interesa es la reforma eléctrica y espera que pueda resolverse este año o a principios del próximo.

El año entrante, 2022, enviaría al Congreso la propuesta electoral, y para 2023, una vez que se acredite el funcionamiento de la Guardia Nacional, haría esta otra propuesta.
