    Street and market vending has been the classic way to sell their products, but not now

    The current virus lockdown has been hard for everyone, but particularly hard for Mexico’s artisans.

    The classic way to sell handcrafts is through street and market vending. While there have been efforts by government and private organizations to take this to the next level, success has been sporadic at best.

    Today, artisans face an unprecedented situation, perhaps even catastrophe. “Non-essential businesses” are shut, tourism is dead and street traffic is nil, eliminating venues that artisans rely on. Many rural communities where artisans live have shut down entirely, allowing no one in or out.

    Noted handcraft researcher Marta Turok of the Franz Mayer Museum in Mexico City states, “It’s horrible. All who depend on direct sales are suffering beyond belief.” Constantino Martínez Guzmán of the Movimiento Indígenas de Artesanos Originarios de México (indigenous artists movement) states bluntly that “sales have been reduced to zero.” He adds, “We are artisans and we live day-by-day. Our people will not die of the virus, they will die of hunger.”

    Even well-placed businesses are teetering on the edge. Mundo Huichol is a boutique store in Playa del Carmen. Closed for two months, owner Carlos Alejandro Cruz does not know if he can hold out. Rent is in dollars, and they just paid for their 20,000-peso business license and invested in their inventory for the year. If they cannot reopen by the end of May, they will have to close permanently.

    All events related to Holy Week, a major Mexican vacation period, were canceled. The Guelaguetza, Oaxaca’s major cultural event held every July, was just canceled.  A major event held in November specifically for handcrafts, the Feria de Maestros de Arte, is in doubt. Tour operators such as Tia Stephanie are waiting to see if they can go ahead with planned fall tours to artisans’ homes.

    Non-governmental organizations for artisans have had to suspend all activities. These include the New York-based Friends of Oaxacan Folk Art (FOFA) and the non-profit tour and microloan organization En Vía. FOFA has been researching ways to support artisans during this time, but find that needs are so great and so widespread that “we do not know where to begin without favoring some artisans over others,” according to organization president Arden Rothstein.

    Mexicans often turn to government agencies to demand help in crisis. Unfortunately, there has been limited response.  The largest federal organization for handcrafts is National Fund for the Promotion of Handcrafts (FONART). As of this writing, its web page indicates absolutely nothing about the current situation, and its Facebook page only gives information on how to order from them online.

    Concepción Guzmán of the Huizache Artisan Cooperative in Oaxaca reports that many people are trying to obtain state resources, but what is available is minimal.  Artisans such as Arturo Jorge Navarrete and Gustavo Chiu Fong agree that they have been “abandoned” by government agencies.

    In Mexico City, there have been sporadic protests in front of the National Palace and around the historic center. Most of the protesters are indigenous Trique, Zapotec, Mazahua and Otomí artisans and street vendors. Protesters have been demanding support both in cash and despensas, packages of basic foodstuffs.

    Artisans qualify for other economic programs, such as those for street vendors, small businesses, and cultural organizations, but they must compete with many others who may be better organized. The governments of Mexico City and Tonalá, Jalisco, have offered 1,500 and 1,000 pesos respectively (US $63 and $42) to those who have lost employment and business.

    The state of Nuevo León is offering grants to larger cultural organizations, and the federal government is offering 1 million micro-loans to family businesses. But artisan Carlo Filoteo says many of the programs are available only to those businesses that registered in the 2018 census or have bank accounts, and in some cases one must be affiliated with the Moreno party to apply.

    So far only one organization has a program specifically for artisans. The Alfredo Harp Helú Foundation has pledged 5 million pesos in direct purchases from 162 artisan families in 76 communities in eight states.

    This situation highlights the inability of artisans to take advantage of modern digital technology. Many, such as Alan Cruz of San Juan de los Lagos, believe it is the government’s responsibility to develop online resources. FONART used to have a national registry, but that died out.

    More recently, the Mexico City Ministry of Tourism set up an online catalogue to allow for purchase and delivery in the city, but only 12 artisans participate so far. There is talk among artisans about changing this, but it remains to be seen if that will be the case when the emergency is over.

    Another issue is the lack of solid organization among artisans. According to Israel Mondragón the traditional isolation of artisans makes it difficult to organize them, especially for activities that do not result in immediate sales. He heads an organization called Red de Artesanos Anáhuac that aims to do this, but getting efforts going to provide immediate relief now is difficult.

    One important bit of good news is that that artisans’ health has not been affected by the virus. The concern is that their economic situation will continue to be dire long after many others have been able to recover. Feria de Maestra de Arte founder Marianne Carlson says, “This has been like living in a science fiction movie. I am very concerned that recovery for artisans may take years.”

    The next phase will bring ‘very rapid’ spread of Covid-19, says deputy health minister

    Mexico will enter phase three of the coronavirus pandemic in a matter of days, Deputy Health Minister Hugo López-Gatell said on Tuesday as the number of confirmed cases of Covid-19 continues to rise steadily.

    Speaking at the Health Ministry’s nightly coronavirus press briefing, López-Gatell once again urged citizens to stay at home to reduce the number of new infections and thus help to avoid overwhelming the nation’s health system.

    Despite the work the authorities have done to prepare the system for a large influx of patients, the spread of Covid-19 “could be so quick” during phase three that hospitals would be unable to cope, he said.

    In such a scenario, the health system would experience “serious and large problems” in attending to Covid-19 patients, López-Gatell added.

    The deputy minister said that the commencement of phase three is “literally” just days away and that when it arrives, the spread of Covid-19 will be “very rapid” and “irreversible.”

    “What we do today [in terms of social distancing], we have few days left to do it vigorously,” López-Gatell said.

    “[We have to] avoid being in contact with other people, … all of us, not just the people with greater risk of having complications [from the disease]. We insist that you stay at home; this is the measure of precaution, prevention and control that is necessary today,” he said.

    Asked whether a phase three declaration could only apply to certain parts of the country that have concentrated outbreaks of Covid-19, López-Gatell responded:

    “Technically it could be done … but [a] … selective process would be confusing, that’s why we’re considering a single phase three [declaration] of a national character.”

    An obligatory home quarantine and a “health curfew” in which people are only permitted to leave their homes during certain hours are among the stricter restrictions that the government could choose to impose during the third phase of the pandemic, although President López Obrador said earlier this month that his administration would not seek to implement any “draconian measures.”

    López-Gatell’s declaration that a phase three declaration is imminent came after Health Ministry Director of Epidemiology José Luis Alomía reported that the number of confirmed cases of Covid-19 had increased by 385 to 5,399 and that coronavirus-related deaths had risen to 406 from 332 a day earlier.

    The 72 new fatalities represent the biggest single-day increase in the death toll since the first Covid-19 patient died on March 18.

    Alomía also said that there are 10,792 suspected cases of Covid-19 in the country and that just over 40,000 people have now been tested. Almost 40% of those confirmed to have Covid-19 – a total of 2,125 people – have now recovered, he said.

    Mexico City has the highest number of confirmed cases, with 1,556, followed by México state and Baja California, where there are 602 and 412 cases, respectively. Colima has the lowest number, with seven, followed by Durango and Zacatecas, where there are 15 and 17 cases, respectively.

    Among the more than 5,000 people confirmed to have Covid-19 are nine infants aged less than one. Twenty-four pregnant women have also tested positive and four have died.

    Mexico City also leads the country in terms of coronavirus-related deaths with 92 fatalities. México state and Sinaloa follow with 35 and 34 deaths, respectively. Colima is the only state that hasn’t yet recorded a fatality.

    Among Covid-19 patients aged 60 or over, the fatality rate is 17.1 per 100 cases and for those aged 25-59 it is 5.6. There has only been one coronavirus-related death among those younger than 25 – a 2-year-old girl with a congenital heart defect died in Tabasco on Tuesday.

    The overall fatality rate in Mexico is 7.52 per 100 cases. According to Health Ministry data, 43% of those who have died suffered from hypertension, 38% had diabetes, 34% were obese and 12% had chronic obstructive pulmonary disease.

    As the percentages indicate, some of the deceased suffered from more than one existing health problem.

    Infrastructure projects will continue because of ‘their strategic value’

    The coronavirus pandemic will not stop President López Obrador’s signature infrastructure project.

    Rogelio Jiménez Pons, head of the National Tourism Promotion Fund (Fonatur), told reporters on Monday that the president ordered the continuation of the Maya Train railroad project during the worsening Covid-19 outbreak.

    Speaking outside the National Palace after meeting with López Obrador, several cabinet ministers and the CEO of a company that will build part of the new railroad in the country’s southeast, Jiménez said that the president “wants all of us to be working” on the government’s infrastructure projects despite the suspension of nonessential activities announced on March 31 to limit the spread of Covid-19.

    Fonatur is managing the US $6-$8 billion Maya Train project, which will link cities and towns in the states of Tabasco, Campeche, Yucatán, Quintana Roo and Chiapas.

    “The fundamental message is that the [infrastructure] projects have to be done because they are [of] strategic [value] to the country,” Jiménez said.

    He said that the construction company ICA, whose CEO Guadalupe Phillips attended the National Palace meeting, has almost completed the basic engineering work for a section of track it will build between Izamal, Yucatán, and Cancún, Quintana Roo.

    ICA will build a double-track railway on the southern side of the Kantunil-Cancún highway and add two new lanes to the road, Jiménez said. The twin projects will cost about 3 billion pesos (US $127.8 million) and start on May 29, he added.

    The Fonatur chief said that he will meet again with López Obrador, Communications and Transportation Minister Javier Jiménez Espriú and other top officials in two weeks to discuss the progress of the 1,500-kilometer project.

    A judge last month granted a definitive suspension order against its construction to a group of Maya and Ch’ol people in Campeche but it only applies to one community in the municipality of Calakmul. The Fonatur chief said that he wasn’t aware of any other legal action aimed at stopping the project.

    In addition to announcing that Fonatur will continue to work on the Maya Train through the coronavirus pandemic, Jiménez revealed that a deputy director of the project, Javier Carrillo, tested positive for Covid-19 two weeks ago.

    “He doesn’t have a fever anymore but he says the headaches are insane,” he said.

    Although he had contact with the official before he became sick, Jimenez said that he hadn’t experienced any coronavirus symptoms and consequently hasn’t been tested.

    “What I do do is go out with a mask,” he said, explaining that he wanted to avoid any possibility that he might infect others.
